Shalini Swaroop

General Counsel and Director of Policy, Marin Clean Energy (MCE)

Shalini Swaroop is the General Counsel and Director of Policy for Marin Clean Energy (MCE), California’s first local government energy program focusing on renewable energy and combating climate change. She is an expert on California's clean energy policies, spearheading regulatory and legislative advocacy on behalf of clean energy consumers, low-income constituents, and communities of color. Shalini recently published an academic article on how local communities are democratizing California's energy economy to align with environmental justice principles. She was also profiled in the LA Times for her leadership in California's clean energy movement.


Shalini currently sits on the boards of Youth Celebrate Diversity and JustPeace Labs. She has previously held leadership positions on the boards of the ACLU of Northern California and the San Francisco Public Utilities Commission Citizens Advisory Committee. Shalini is also a life member and former board member of the South Asian Bar Association of Northern California and co-founded the Bay Area Women of Color Attorney Network. Shalini received the 2012 Dale Minami Award from Berkeley Law School and the 2019 Public Interest Achievement Award from the South Asian Bar Association of North America.

 

Shalini received her Juris Doctorate from Berkeley Law School, where she was elected student body president. During law school, Shalini worked with the Women's Rights Project at the ACLU and was an editor for the Berkeley Journal of Gender, Law, and Justice. Upon matriculation, Shalini completed a federal judicial clerkship at the High Court of American Samoa, focusing on indigenous communities and restorative justice. Shalini has also taught leadership development in courses at Berkeley Law School.


Shalini graduated summa cum laude  from the University of Colorado at Boulder, receiving a B.A. in Women’s Studies and Psychology with a minor in Peace and Conflict Studies. She has advocated for women's rights in India, focused on youth in conflict during Nepal's civil war, and has worked with United Nations war crimes tribunals in Cambodia and Holland. She received national press coverage for her domestic activism on preventing violence against women and collaborated with the United State Air Force to reduce sexual assaults in the military.
